A third country is the term used by the European Commission to define any country of the world that is NOT one of the 28 EU (European Union) member States and EEA-EFTA (European Economic Area - European Free Trade Association) states (Iceland, Liechtenstein, Norway).

The term civil participation refers to organised civil society including voluntary groups, non-profit organisations, associations, foundations, charities, as well as geographic or interest-based community and advocacy groups. The core activities of NGOs are focused on values of social justice, human rights, democracy and the rule of law. In these areas the purpose of NGOs is to promote causes and improve the lives of people.

The Secretary General's patronage is a non-material support which may be granted to any non-profit event which has a European dimension and is clear of political importance to the Council of Europe's activities or objectives. A limited number of events are granted by the Secretary General's each year. No financial undertaking is linked to the granting of patronage, as the Council of Europe has no budgetary resources beyond those which are used to implement its intergovernmental work programme. Requests for patronage must be submitted no later than 3 months before the event.
