In its engagement with Russia, the EU should move in two directions: on the one hand, conditional selective dialogue with the Kremlin authorities and regional governments, and on the other hand strategic engagement with Russian civil society, which is striving for democracy in Russia, as well as independent cooperation with regional and local actors; the EU strategy towards Russia should not preclude engaging with the authorities where it is in the interests of the EU and does not undermine the EU’s commitments to human rights and democracy goals, as it is still important for the EU to find

There is a considerable debate on the ‘how’ to build EU foreign policy and on ‘who’ frames it. The most important thing is how to avoid paralysis, because in most cases, Member States are very much divided. This inevitably leads us to the debate on how to make decisions. Should the decisions be taken at unanimity or according to the rule of qualified majority?

Au premier semestre 2022, la France inaugurera un nouveau trio composé de la République tchèque (juillet-décembre 2022) et de la Suède (janvier-juin 2023). Comme pour le Portugal, la présidence française reposera sur l’agenda stratégique européen 2019-2024. Ce programme, qui oriente les travaux des institutions européennes pendant cinq ans, repose sur quatre grandes orientations :     

   -protéger les citoyens et les libertés

   -mettre en place une base économique solide et dynamique

   -construire une Europe neutre pour le climat, verte, équitable et sociale
