WHAT CAN BE TAUGHT IN PUBLIC POLICY ADVOCACY

There are three different sets of skills or abilities essential to the business of public policy advocacy that can be taught: knowledge, communication and messaging and relationship building.

Preamble

Today fewer citizens are voting and fewer citizens feel that they can influence public policy. One way to reverse this trend would be for schools to offer courses on the pragmatics of political advocacy. One person can make a difference if they know what they are doing.

PUBLIC POLICY ADVOCACY CONTEXT

The nature and character of Public Policy Advocacy, to a large extent is shaped up by the political culture, social systems and the constitutional framework of the country in which it is being practiced. The definition and theoretical understanding of Public Policy Advocacy can only be derived from the varied practices of influencing decision making and public policies in different socio-cultural and political contexts. It is the practice which makes the theory of advocacy and not vice versa.

PUBLIC POLICY ADVOCACY IN AN EMERGING ECONOMY

By definition, the concept of Public Policy Advocacy in an emerging economy implies the absence of regulation or the evolution of policy or regulation.

Public Policy Advocates must understand the country’s formal and informal structures. In a culture unaccustomed to Public Policy Advocacy, the first Public Policy Advocacy outreach will be very visible even if routine. An initial misstep can make a lasting impression.

THE INTERNATIONAL SYSTEM OF SEARCH AND RESCUE (SAR)

The humanitarian law of the sea dealing with Search and Rescue is covered by various maritime laws, soft laws, and traditions, which are put into practice by various actors. The regime is monitored and formally developed by the International Maritime Organization (IMO) of the United Nations, but the organization has few enforcement capacities.

PREVENTING LOSS OF LIFE AT SEA

It is now evident that facilitation networks in Libya have taken advantage of the areas of being patrolled by the Italian authorities in Central Mediterranean, adapting their modus operandi in a way that has increased the profitability of their illegal business. Facilitators in Libya have been increasingly making use of boats that are unseaworthy. Moreover, boats are dangerously overcrowded, which increases the risk of fatalities, and with not enough fuel to even reach the island of Lampedusa, the risks these migrants take are enormous.
