RUSSIAN PARTICIPANTS IN EUREN

The EU-Russia Experts Network on Foreign Policy (EUREN) was initiated by the EU Delegation to Russia in 2016 as a new form of interaction between EU and Russian foreign policy experts and think tanks. EUREN brings together foreign policy experts and think tanks from Russia and EU member states to discuss relevant foreign policy issues with the aim of exchanging views and formulating policy recommendations. The network meets on a quarterly basis in Russia and different EU capitals.

1. Alexander Aksenenok RIAC www.russiancouncil.ru. Alexander Aksenenok – Ambassador (ret), PhD in Law (political systems, constitutional developments), RIAC Vice-President. Previous positions: Diplomatic service in the MFA and the Embassies of the USSR and then Russia (1965-2002) in the MENA region and Europe, including Ambassador to Algeria (1991-1995), Special Envoy on the Balkans (1995-1998), Ambassador to Slovakia (1998-2002), Adviser to the Chairmen and Managing Director for the projects in the Middle East, Vnesheconombank (2002-2016). Research interests: International relations with the focus on regional politics, transformations in the Arab world, conflict resolution, global and regional security, nation-building and peacekeeping operations, Islamic studies.
2. Timofei Bordachev is currently the Academic Supervisor of the Center for Comprehensive European and International Studies at the HSE, Moscow, and Programme Director of the Valdai Club Foundation. The co-author of more than 400 analytical materials for public authorities of the Russian Federation concerning internal development of the European Union and Russia – EU relations. Аnalytical reviews are being prepared by a working group, comprising representatives of the Institute of Europe of the Russian Academy of Sciences, the Council on Foreign and Defence Policy (CFDF) and The Institute of Strategic Studies and Analysis (ISSA) and headed by Sergei Karaganov. As a researcher, he specialises in Russian-European relations, the foreign policy of the European Union, public-private relations in Europe, European and international security, Eurasian economic integration, and is the author of academic works published in Russia and abroad.
3. Olga Butorina MGIMO www.mgimo.ru. Ms. Butorina is a Doctor of Economics, Professor, Head of the European Integration Department, Advisor to the Director of the MGIMO University of the Russian Foreign Ministry, and a member of the Board of Advisors of Russia in Global Affairs. She has earned degrees from MGIMO University, Faculty of international economic relations and Institute of Europe RAS. Her scientific interests include: theory and practice of regional integration, European economic integration, Economic and Monetary Union of EU, monetary integration, Russia-EU relations etc. She has published over 120 publications  
4. Yevgeny Buzhinsky PIR-Center  www.pircenter.org. PIR Center Chairman of the Executive Board. Lieutenant-General (Retired), Ph.D. Military Sciences. In the Armed Services since 1968. Graduated from the Military Institute of Foreign Languages, M.V. Frunze Military academy. 1976-1992 – served in different positions in the General Staff of the USSR and Russian Federation. From 1992 to 2002 – served in positions of: Senior Officer, Deputy Head of Direction, Head of Direction, Deputy Head of Department, Head of the International Treaties Department of  the Russian Ministry of Defense. Promoted to the rank of Major-General in 2000, to the rank of Lt.-General – in 2003. In 2002 he was appointed on the position of Head of the International Treaties Department – Deputy Head of the Main Directorate of International Military Cooperation of the Russian Federation Ministry of Defense. Retired from active duty in 2009. In 2009-2017 - PIR Center Consultant, then Senior vice-president. PIR Center's Chairman of the Executive Board since 2014. From 2016 – Associate professor and Head of Center for Applied Political-Military Research of School of World Politics, M.V.Lomonosov Moscow State University.  Deputy CEO of "Vega Radio Engineering Corporation" from  2009 to 2018. 5. Elena Chernenko . Elena Chernenko is deputy editor on the foreign desk of the 'Kommersant' daily newspaper. Research interests: cybersecurity, arms control and non-proliferation. She has a Ph.D. in History from the Moscow State University. Previous career posts include the radio broadcasting service Voice of Russia, the Moskauer Deutsche Zeitung, the wire service EurActiv and the magazine 'Russian Newsweek'. She is a member of the Executive Board of the PIR Center and member of the Board of the Council on Foreign and Defense Relations (SVOP).
6. Dmitry Danilov Institute of Europe, RAS en.instituteofeurope.ru. Dmitry Danilov is Head, Department for European Security, Institute of Europe of the Russian Academy of Sciences. Ph.D. in Economics, Professor. Graduated from Moscow State University in 1982. Prior to 1988 - Senior Researcher at the Ministry of Defence of the Russian Federation. He is a member of PIR Center Advisory Board. Author of over 150 publications. Fluent in French and English. PIR Center Advisory Board member since 2011. Scope of scientific interests: Russian foreign policy and security policy, European security system, European integration, development of EU, CFSP/ESDP, Russia’s relations with NATO and EU.
7. Larisa Deriglazova is professor at the Department of World Politics, Head of Centre for European Studies and Head of Master Degree Program on EU Studies at Tomsk State University, Russia. Larisa has extensive experience in both international cooperation and project management with European and USA partners. Her main areas of expertise are international conflicts and European Union studies with a focus on the social aspect. Larisa had a Kennan-Fulbright Fellowship at Wilson Center for International Scholars. She has been Jean Monnet Chair and Head of Jean Monnet Centre of Excellence.
8. Mark Entin MGIMO mgimo.ru. Head of European Law Chair of the Moscow State Institute of International Relations; Professor-researcher of Immanuel Kant Baltic Federal University; Vice-President of the Russian Association of International Law; President of the Governing Body of Russian Association of European Studies. 2012 – 2016 – Ambassador of the Russian Federation to Luxembourg; 2005-2012 – Director of the European Studies Institute at the MGIMO-University; 2002-2006 – Director of its Institute of European Law; 1998-2002 – Deputy Permanent Representative of Russia to the Council of Europe; 1992-1998 - First deputy director of the Directorate of European Cooperation of the Russian Ministry of Foreign Affairs. Author of over 400 publications, including 6 volumes book "Seeking for Partnership Relations: Russia and the EU in 2004-2018".

10. Igor Ivanov RIAC  russiancouncil.ru . Igor S. Ivanov is a professor at Moscow State Institute for International Relations. Previously, he served as minister of foreign affairs, from 1998 to 2004, and secretary of the Security Council of the Russian Federation from 2004 to 2007. Ivanov holds the rank of Ambassador Extraordinary and Plenipotentiary. He took part in the work of several U.N. General Assembly sessions, many international conferences, and in particular, co-chaired the Bosnia settlement talks in Dayton, Ohio. From 1991 to 1993, he represented the USSR and then Russia as ambassador to Spain. Ivanov also worked as a researcher at the Institute of World Economy and International Relations, USSR Academy of Sciences. He has a Ph.D. in history. He has published a number of books and articles on the history of Russian foreign affairs and foreign policy, which have been translated into many languages. He regularly attends political and scientific gatherings both in Russia and globally to speak on the most topical international issues. Ivanov has been honored with numerous Russian and foreign orders.
11. Nikolay Kaveshnikov MGIMO  mgimo.ru. Ph.D. in Political Science Department for Integration Studies - Head of Department. Dr. Nikolay Yu. Kaveshnikov also holds an office of leading research fellow at the Institute of Europe of the Russian Academy of Science. He obtained his Ph.D. in Political Science in 2006 in the Institute of Europe. Since 2012 he holds a Jean Monnet Chair. He is expert of the Russian International Affairs Council. His research interests include: institutional development of the European Union, EU energy policy, EU external relations and EU-Russia relations, institutional and political aspects of the development of the Eurasian Economic Union. Dr. Kaveshnikov is author of more than 160 publications including articles in international journals like European Security, Journal of Communist Studies and Transition Politics, European University Institute Working Papers and leading Russian journals.
12. Andrey Kortunov RIAC  russiancouncil.ru.  Andrey Kortunov graduated from the Moscow State Institute of International Relations (MGIMO) in 1979 and completed his postgraduate studies at the Institute for U.S. and Canada Studies of the USSR Academy of Sciences in 1982. He holds a Ph.D. in History. Dr Kortunov completed internships at the Soviet embassies in London and Washington, and at the Permanent Delegation of the USSR to the UN. In 1982–1995, Dr Kortunov held various positions in the Institute for U.S. and Canada Studies, including Deputy Director. He taught at universities around the world, including the University of California, Berkeley. In addition, he has led several public organisations involved in higher education, social sciences and social development. Since 2011, Andrey Kortunov has been the Director General of RIAC. He is a member of expert and supervisory committees and boards of trustees of several Russian and international organisations. His academic interests include contemporary international relations and Russian foreign policy.

Member of the Council for Foreign and Defense Policy.Former Positions: Director, Department for Relations with the European Union, Administration of the Russian President; Deputy Director, Foreign Policy Department of the Russian President; Deputy Director, Department for Information Policy of the Russian President; Director, Center at the Institute of the USA and Canada Studies, Russian Academy of Sciences (international security); Project Leader, Stockholm International Peace Research Institute (SIPRI) (arms control).
14. Vladimir Likhachev. Since 2014, Dr. V. Likhachev has been Deputy Director of the Energy Institute of the Higher School of Economics (IE HSE). Since 2017, he has been a leading researcher of the Energy Research Institute of the Russian Academy of Sciences - ERI RAS (part-time). Since 2011, Dr. V. Likhachev has been a Head of the Department (now Assistant Professor) of System Research of Energy Markets (a joint high school training department of Gubkin State University of Oil and Gas and ERI RAS). Since 2016, Dr. Likhachev has been the Academic Head of the Higher School of Economics (HSE) Master's program, Strategic Management in Fuel and Energy Complex. Dr. V. Likhachev is a RIAC expert. He is the author of more than 100 articles.

16. Tatiana Romanova SPBU www.spbu.ru . Dr. Tatiana Romanova has a PhD (St. Petersburg State University 2002), an MA in Politics and Administration (the College of Europe, 2001), and is a Specialist in International Relations (St. Petersburg State University, 2000). She is also an Associate Professor at both St. Petersburg State University and the Higher School of Economics. Jean Monnet Chair (since 2011) and Jean Monnet Centre of Excellence (2015). Her research interests are: EU-Russian economic, legal and political relations, normative competition, soft power/normative power, resilience, legal approximation, sanctions, energy markets and security, Russian foreign policy, EU institutions and decision-making.
17. Ivan Timofeyev RIAC www.russiancouncil.ru Ivan Timofeev has been a Director of Programs at Russian International Affairs Council (RIAC) since 2011. He is responsible for the intellectual performance of RIAC, leading a team of 20 full-time experts and covering more than 30 research and educational programs. His personal background includes research on Euro-Atlantic security, political risks and economic sanctions. He has provided advise on sanctions and political risks for Russian and foreign portfolio investors, private and public companies and banks (Morgan Stanley, Sberbank and Goldman Sachs among them).
    Since 2014 Ivan is a part of Valdai International Discussion Club – a community of international experts on foreign affairs and global issues where he has lead programs on Euro-Atlantic affairs and Russia-West relations. Ivan combines policy research with solid academic career. Since 2006 he has been teaching at MGIMO-University – a leading school on International Relations in Russia. In 2009 he has been elected as an Associate Professor and qualified for this position in 2012, 2015 and 2018. In 2009-2011 Ivan was heading the Center for Analytical Monitoring at MGIMO.
18. Sergey Utkin IMEMO www.imemo.ru Since 2016, Sergey Utkin has headed the Strategic Assessment Section at the Primakov Institute of World Economy and International Relations (IMEMO), Russian Academy of Sciences. From 2016 till June 2018, he also headed the Foreign and Security Policy Department at the Moscow-based Centre for Strategic Research. In 2012-2016, he worked at the Centre for Situation Analysis, Russian Academy of Sciences, now merged with IMEMO. In 2006-2013, he worked at IMEMO, where his last position was Head of Section for Political Aspects of European Integration. He holds a Ph.D. in political science (international relations), which he received at IMEMO in 2006 for his thesis on the Common Foreign and Security Policy of the EU. In 2002, he graduated from the Moscow Pedagogical State University, School of History. His research is focused on foreign and security policy of the EU, the EU's relations with Russia and the US, and Russia's foreign policy in the Euro-Atlantic area.
