FUTURE EU-RUSSIA RELATIONS

  1. EU Russian sanctions should be gradually phased out in return for progress on the implementation of the Minsk 2 agreements. The focus should be on the peaceful resolution of the conflict in Eastern Ukraine and on motivating Russia for a constructive cooperation. But Russia is not the only participant of the Minsk process, and the future of sanctions needs to be assessed against the performance of other parties, most importantly Ukraine. The continued Russian possession of the Crime must not prevent an easing of tensions and removal of sanctions.
  2. The focus should be on what can “realistically” be achieved in relations with Moscow.
  3. The EU should accept Russia’s stance on foreign policy as it is and agree on new rules of coexistence and cooperation. There is a need for more dialogue with Moscow “without patronizing” it and for developing a better understanding of the rationale and trajectory of Russian policy vis-à-vis the European Union.
  4. Re-engagement with Russia is the most realistic option.
  5. The EU should pursue purely pragmatic cooperation with Russia, focused on specific areas where the interests of the EU require Russia’s involvement.
