Finland
Finnish Institute of Public Administration (HAUS). HAUS is the leading public sector consulting and training organisation in Finland. It was founded in 1971 as a governmental training agency for civil servants. At the beginning of 1995, HAUS was transformed into a state enterprise operating under a specific parliamentary law and in a market environment. Furthermore, Parliament together with the Ministry of Finance have agreed on the HAUS annual service target. The HAUS organisational structure follows certain fields of expertise:

1. Ecole Nationale d'Administration (ENA). The Ecole nationale d'administration serves to train senior French civil servants. As a school for practical skills, ENA offers introductory training for professional life. French students spend a year as interns, followed by a study period of 15 months. During both these parts, the content of the curriculum clearly reflects the desire to alert future government managers to the international implications of government action, especially the European dimension as well as many other different situations which may confront students during their professional life. The Centre for European Studies in Strasbourg: The Centre for European Studies in Strasbourg (CEES) is a public interest group in charge of organising training and seminars on European institutions and policies. 1. Bundesakademie für öffentliche Verwaltung im Bundesministerium des Innern/Federal Academy of Public Administration. The Federal Academy of Public Administration is the central advanced training institute for the federal administration. It is an independent part of the Federal Ministry of the Interior. The Academy works closely with the Public Administration, the private sector and the research community. The Academy is divided into six training divisions and headed by a president.

Scuola Superiore della Pubblica Administrazione/Graduate School in Public Administration. Formed in 1957 as part of the Prime Minister's Cabinet Office, the Graduate School in Public Administration is responsible for training public managers and senior civil servants. Instituto Nacional de Administración Pública ( INAP)/The National Institute of Public Administration is an autonomous body within the national government of Spain, attached to the Department of Finance and Public Administration. The National Institute of Public Administration is the leading government’s Civil Service training school in Spain. INAP performs a wide array of activities, that may be classified in the following areas: (a) the recruitment into the Civil Service; (b) training and professional improvement of public employees; (c) research and publishing, and (d) international relations. In addition, the Institute carries out a wide variety of educational and academic activities, intergovernmental cooperation and the analysis of public policies through conferences, meetings and seminars. The activity of the Institute is based upon the daily effort of its staff, currently composed of 229 employees.
The INAP endeavours to improve permanently its quality training standards and holds cooperation with other prestigious international schools and institutes, such as the French ENA, the National School of Government (UK) and the European Institute of Public Administration (EIPA). Sweden
1. Forum Europa. Centrally placed within the Swedish Government Office, Forum Europa has various functions. Its basic task is to analyse and assess the levels and types of skills that are required in the work of the EU and to appraise current levels of know-how within the public administration. Using this as a basis, Forum Europa designs training programmes itself and seeks contact with external sources in order to find suitable course organisers. In addition to the courses that Forum Europa offers in its standard progralle, various forms of training are specially arranged for individual ministries or agencies. Forum Europa also has an important role as an adviser and source of information when these ministries and agencies plan their own EU skills development programmes. A further function of Forum Europa is to participate in joint projects between institutes and schools of public administration within the EU, such as exchange programmes between civil servants.
