Based on the average innovation performance, EU Member States (according to the European Commission) fall into four different performance groups: Innovation Leaders, Innovation Followers, Moderate Innovators and Modest Innovation

 Innovation Leaders

1. Denmark (DK)
2. Finland (FI)
3. Germany (DE)
4. Sweden (SE)

 The above countries are “Innovation Leaders” with innovation performance well above that of the EU average.

Innovation Followers

1. Austria (AT)
2. Belgium (BE)
3. Cyprus (CY)
4. Estonia (EE)
5. France (FR)
6. Ireland (IE)
7. Luxembourg (LU)
8. Netherlands (NL)
9. Slovenia (SI)
10. United Kingdom (UK)

 The above countries are “Innovation Followers” with innovation performance above or close to that of the EU average;

 Modest Innovators

1. Croatia (HR)
2. Czech Republic (CZ)
3. Greece (EL)
4. Hungary (HU)
5. Italy (IT)
6. Lithuania (LT)
7. Malta (MT)
8. Poland (PL)
9. Portugal (PT)
10. Slovakia (SK)
11. Spain (ES)

 The above countries are ’Moderate Innovators.

 Modest Innovators

1. Bulgaria (BG)
2. Latvia (LV)
3. Romania (RO)

 The above countries are “Modest Innovators” with innovation performance well below that of the EU average.
