JERUSALEM: WHERE THERE’S A WILL, THERE’S A WAY

The proposals here below and several possible combinations thereof have been discussed in various forums, and show that dialogue and the development of compromise proposals are possible even for a problem as seemingly intractable as Jerusalem. The proposals made seek to elaborate various sharing and cooperative arrangements that would leave the City undivided while preserving its unique role as a national, cultural and religious symbol for both Israelis and Palestinians.

PALESTINE ELECTIONS MUST BE RESCHEDULED WITH THE FULL BACKING OF THE EU AND THE U.S.

Europe and the UN have done little more than express regret at the delay and call for new election dates. The planned Palestinian elections need and deserve steadfast outside support. Foreign powers should do all they can to get the vote back on track, not only offering the PA the assistance it needs to bring off all three rounds of elections smoothly but also strongly discouraging Israel from continuing to derail the process.

JERUSALEM: POLICY OPTIONS FOR THE EU

Today, there is a pressing need to take effective action in Jerusalem . Any durable solution to the conflict must be based on full respect of international law and by maintaining access to the holy sites for worshippers of all three religions. Israeli settlement activity in East Jerusalem should be halted. A serious political debate should be resumed to define and resolve all relevant issues concerning the city.

The European Union can strengthen its role by encouraging concrete actions in East Jerusalem.

INFLUENCING PUBLIC POLICY CHANGE

Influencing public policy change can be difficult and complex, particularly for those with limited power and resources. One of the key difficulties is that the development of public policy is rarely a linear process. It is constructed through complex interactions and negotiations amongst a range of stakeholders, including politicians, interest groups, advisers, bureaucrats, and a range of other actors. Many factors impact on the likelihood of policy change occurring.
