DECLARATION OF 21/07/2025 OF EU MEMBER STATES
The signatory states here below condemn "the rationing of humanitarian aid and the inhumane massacres of civilians and urge the Israeli government to "immediately lift the restrictions it imposes on the delivery of humanitarian aid" so that the United Nations and NGOs can "carry out their vital work effectively and safely."

The AALEP proposes to work with humanitarian organizations and advocate on their behalf by targeting the EU countries that are clearly in favor of the release of lifesaving goods. There is no time to waste as the famine in gaza will undoubtedly get worse in the coming weeks.
The United Nations Secretary General Antonio Guterres said that Israel, as the occupying power, "has unequivocal obligations under international law – including the duty of ensuring food and medical supplies of the population. We cannot allow this situation to continue with impunity". The UN's humanitarian chief, Tom Fletcher, said the famine was the direct result of Israel's "systematic obstruction" of aid entering Gaza. Meanwhile the UK's Foreign Secretary David Lammy said: "The Israeli government's refusal to allow sufficient aid into Gaza has caused this man-made catastrophe. This is a moral outrage." The UN Human Rights Chief Volker Türk said it was "a war crime to use starvation as a method of warfare, and the resulting deaths may also amount to the war crime of willful killing".
The world cannot turn away from the starvation occurring in Gaza. EU countries must not avert their eyes from the starvation in Gaza. No nation can turn away from the images of gaunt and starving children, grieving parents unable to feed their families, health workers forced to provide care with minimal supplies or crowds of people, desperate for flour, swarming aid trucks. Ending the starvation falls to all nations. The starvation and suffering that has occurred with this war will be felt for generations. It has made the potential for a two-state solution more remote, even though it is the only way forward for peace in a region that has seen so much war and suffering. And yet it is impossible to imagine Netanyahu or Hamas ever agreeing to a two-state solution. Too often we lose sight of our shared humanity. Our eyes can be pulled away by distractions and false distinctions. The starvation in Gaza cannot be ignored — look at the images — and should not be tolerated.
